Launched in September 2021, the UIPI Renovation Tour event series aims to bring the European Commission’s climate targets closer to EU citizens and property owners by leading locally relevant policy debates and proposing practical solutions building on existing European and local initiatives. To pave the way towards a greener and more sustainable Europe for all, it is crucial to raise awareness and empower citizens, while gathering the views of stakeholders who are must-have partners to make change happen.
We strongly believe that a just energy transition in Europe cannot be achieved without the mobilisation of key civil society groups, notably property owners, as they play a pivotal role in engaging, advising and supporting citizens and policymakers on their path towards the energy transition, and ensuring that quality projects are delivered.
UIPI Property Day was launched in 2005 in the European Parliament to highlight that private property is a fundamental human right. This principle is recognised by international and European declarations, including the 1948 Universal Declaration of Human Rights, Protocol No. 1 of the 1950 European Convention on Human Rights, and the 2001 European Charter of Fundamental Rights.With the entry into force of the Lisbon Treaty, the provisions of the European Charter became legally binding and are now an integral part of the European Union’s legal framework.
Together, these texts affirm that States have a duty to protect the property rights of their citizens and to refrain from unjustified deprivation.
However, this principle is not always fully upheld. In various contexts, property rights continue to face challenges. These can take the form of direct interference, such as expropriation without adequate compensation, or indirect constraints, including excessive taxation, restrictive rent regulations, or disproportionate building and environmental requirements.In addition, in several ex-communist countries, the restitution of real estate to former rightful owners remains incomplete or hindered by practical obstacles.

The UIPI Congress is the flagship event of the International Union of Property Owners, bringing together property owners, policymakers, academics and industry experts from across Europe. Held periodically in different cities around the continent, the UIPI Congress provides a high-level platform to exchange views on key housing and real estate issues, from sustainability and energy efficiency to regulatory developments and the future of property ownership.
