In late April 2017, the Commission presented its long awaited “European Pillar of Social Rights“, a launch of a reflection on the social dimension of Europe by 2025. The key document is a Commission Recommendation, setting out 20 principles and rights to support fair and well-functioning labour markets and welfare systems.
The reference framework is aimed to be used for assessing and screening of the employment and social performance of participating Member States, to drive reforms at national level and serve as a compass for renewed convergence within the Euro area.
On housing, the pillar foresees that:
a) Access to social housing or housing assistance of good quality shall be provided for these in need;
b) Vulnerable people have the right to appropriate assistance and protection against forced eviction;
c) Adequate shelter and services shall be provided to the homeless in order to promote their social inclusion.
UIPI, which actively participated in the consultation phase last year, strongly welcomes the approach of the Pillar on housing as it recognises the social importance of the sector as well as the need for adequate and secure housing for vulnerable people. At the same time, it strikes the right balance in protecting the rights of different actors of the sector and, in particular, respecting national competences and the current EU acquis on State aid.
