46th UIPI CONGRESS: Sustainable Policies for Housing

5-7 June 2025, Helsinki

From 5 to 7 June 2025, Helsinki will welcome property owners, policymakers, and industry experts for the 46th International UIPI Congress: Sustainable Policies for Housing. Hosted by by the Finnish Real Estate Federation (Kiinteistöliitto) and the Finnish Homeowners Association (Omakotiliitto).

This year’s edition will explore the evolving role of housing within the European Union, as it becomes an increasingly central focus in EU decision-making under the new European Commission. With transformative policy
shifts on the horizon, the Congress will provide a platform for discussion on sustainable housing solutions, regulatory challenges, and the future of property ownership in Europe.

Keynote speeches and panel discussions will assess the evolving responsibilities of the EU, national governments, and the private sector in ensuring accessible and sustainable housing. A major highlight will be Finland’s successful housing model, which blends free-market principles with social housing to strike a balance between economic viability and social welfare. Recognised as the first country to eradicate homelessness, Finland’s approach offers valuable lessons for policymakers across Europe.

The Congress will also feature expert-led discussions on deregulation, age-inclusive housing, and regional development, showcasing innovative solutions and real-world case studies. By bringing together leading voices from across the sector, the event aims to foster collaboration and drive forward sustainable housing policies that work for all.
