UIPI Elected Organs
Among UIPI elected organs, the Executive Committee is the core body of the UIPI. It leads the activities of the organistion and mainly determines its actions. It comprises all the elected officials of the UIPI: the President, the General Secretary, the Treasurer as well as the Vice-Presidents of the UIPI, assisted by an Assistant General Secretary and an Assistant Treasurer as well as elected representatives from all national associations – members of the UIPI.
Stratos Paradias is the President of the International Union of Property Owners (UIPI) since 2005. Prior to that he was UIPI General Secretary for many years.
Stratos is a Supreme Court Lawyer in Athens, specialised in Property Law. In 1983, he founded the Hellenic Property Federation “Πανελλήνια Ομοσπονδία Ιδιοκτητών Ακινήτων” (POMIDA), based in Athens, and he is its President since 1996.
Stratos was the introducer of legislation for the deregulation of all rentals (1989- 1994-2014) and the abolition of Property Tax (1980, 1992 and 2007) in Greece. He was a member of the Greek State Committee for Legislation (1984-1991) and Codification of the Commercial Rentals Law (1994) as well as a member of the State Committee for the Taxation of Real Estate Property (1997) and the National Council against Tax Evasion (2008). He was also a member of the City of Athens Buildings Renovation Committee for the Athens Olympic Games (2002-2004). Recently (2014) he was the introducer of the new deregulated commercial rentals legislation in Greece.
Stratos is a graduate from the Law School as well as the Political Sciences School of the University of Athens.
A Greek national, Stratos is fluent in English, French and Italian.
France Bauvin has been elected General Secretary of the UIPI in September 2014. Prior to be elected General Secretary of UIPI, she was also one of the Vice-Presidents of the UIPI.
France holds office as one of the Administrators of the National Federation of the French Union Nationale de la Propriété Immobilière (UNPI) and is their European Delegate. She is also one of the Administrator of the UNPI in Department 44, Loire-Atlantique in the Prefecture of Nantes, Pays de la Loire.
In her professional career, France has held financial and management responsibilities in several companies; including spending thirty years working for the global industrial group Schneider Electric.
A French national, France was born in Brasil. She speaks English, Portuguese, Italian and Spanish.
Dr. Edo Pirkmajer, physicist and politician, holds the post of a Vice President of UIPI. He is the former President of the Slovenian Association of Property Owners “Združenje lastnikov nepremičnin v Sloveniji” (ZLAN).
Between 15 March 1996 and 31 August 2001, Edo was the Secretary of State of the Republic of Slovenia, Ministry of Economic Affairs and Development of the Republic of Slovenia.
Dr. Friedrich Noszek is Vice President since 2002 and a member of UIPI since 1989.
Dr. Noszek is a member of the Austrian landlord’s organisation and President of the Viennese “Zentralverband der Hausbesitzer” since 2002. He is the chief editor of the Austrian magazine “Haus und Eigentum”.
Dr. Noszek graduated in law at Vienna Law University. He has more than four decades of experience in property management.
Rndr. Tomislav Šimeček is President of the Czech property owners association “Občanské sdružení majitelů domů bytů a dalších nemovitostí v ČR” (OSMD) since 1996.
Tom’s family was a victim of property confiscation during the communist regime. In 1992, when his family property was restituted, he started to be active in housing policy notably working on rent deregulation in the Czech Republic and the establishment of individual social housing allowance.
Tom graduated from the Charles University of Prague with a RNDr degree (Doctor of Natural Sciences – similar to PhD) in Physics. During his professional career he worked at the Czechoslovak Academy of Sciences where he remained as a leading research scientist until his retirement in 2012. He was also a visiting professor on semiconductor and laser physics at the University of Alberta and University of British Columbia in Canada.
Michele Vigne is Vice President of the Italian property Oweners association “Confederazione Italiana della Proprietà Edilizia” (CONFEDELIZIA), since 2000 and President of the Confedilizia for the Veneto Region since 1989.
Professionally, Michele is an expert in industrial construction and mechanical engineering. His work focuses on the professional care of civil and artistic historical construction with a particular emphasis on plant and fire safety.
Michele is involved in many Italian technical committees and has published many studies on these issues.
Dr. RA. Kai Warnecke has been newly elected Vice-President of the UIPI in 2016 and he is member of UIPI Executive Committee since 2004.
In 2016, he was elected President of Haus & Grund Deutschland, the Federal Association of German property owners. Kai joined Haus & Grund Deutschland in 2003: first as consultant and Head of Department, later as a Deputy Chief Executive Officer and finally as Chief Executive Officer in 2013.
He is also Deputy Chairman of the NaWoh (the German Association in support of sustainable development of housing), a member of the KfW Board of Supervisory Directors – Kreditanstalt für Wiederaufbau as well as a member of the Council of the DV (German Association of housing, urban and regional planning).
Kai is a registered lawyer and owns a PhD in Law from at the Humboldt University Berlin. He is also a Law graduate from the University of Passau, the University of Glasgow and the Christian-Albrechts-University Kiel. Before undertaking his Doctorate on tax-privileged real estate investments, he worked as a legal clerk at the Supreme Court.
A German national, Kai is fluent in English.
Prof Dr Luís Menezes Leitão is President of the Lisbon Landlords Association “Associação Portuguesa de Proprietários” (ALP) and Vice President of UIPI since 2014.
He was born in Coimbra, Portugal. He is a Professor ex cathedra of Contract and Tort Law, Labour Law and Insolvency Law at the Law Faculty of the University of Lisbon.
Luis is a Lawyer and Arbitrator; former Dean of the Law Faculty of the University of Lisbon as well as former Vice-Chairman of the Institute of Consumer Law and the Institute of Labour Law at the Law Faculty of the University of Lisbon.
A former Vice-President of the Lisbon Section of the Portuguese Bar Association and former member of the Pedagogic Council of the Portuguese Judges Formation Institution, Luis is also a member of various scientific academies in Portugal, Italy and Germany. Prof Leitão is the author of more than 50 titles published on topics ranging from Contract Law, Tort Law, Labour Law, Tax Law, Insolvency Law, and Internet Law.
Agustin Pujol has been newly elected Vice-President of UIPI in September 2016. Agustin is a member of the Confederation of Urban Property Chambers of Spain “Confederación de Cámaras de la Propiedad Urbana y Asociaciones de Propietarios de Fincas Urbanas” (CCPU) and President of the Regional Catalonian Chamber of Urban Property since 2015 and of the Chamber of Tarragona since 2013.
Agustin was born in Tarragona, Spain into a family of architects. Like his grandfather, father and brother, Agustin is a Higher Architect, graduating with a degree in Higher Technical Architecture from the University of Barcelona in 1973.
Professionally, Agustin has designed numerous architectural works; mainly residential but also for industrial companies, public institutions, town planning and all types of restoration.
Aside from his architectural practice, Agustin was President of the Spanish Tennis Federation from November 1985 until December 2004; President of the European Tennis Federation from 2000 to 2002; a member of the Olympic Committee for the International Tennis Federation (ITF) from 1990 to 2004; and a Member of the Spanish Olympic Committee from 1991 to 2001.
Richard Price holds the post of a UIPI Vice President. He is a Board Director of the UK’s National Landlords Association (NLA) and Director of Operations at the London Headquarters.
His responsibilities include managing the teams for membership, telephone advice line, landlord development, accreditation and health & safety. He has around 20 years’ experience as a landlord with a mixed portfolio of property across Dorset, Hampshire and Lancashire. He also has 16 years’ experience working on behalf of landlords at a local, national and international level.
Before becoming a professional landlord, he worked UK and world-wide in engineering, search and rescue and oil exploration.
Richard represents NLA member interests to the National HMO Network (Houses in Multiple Occupation), various British Standards Committees, and works closely with organizations such as the Health & Safety Executive and the Chief Fire Officers Association.
He is also a member of the Institute of Directors.
Olivier Hamal is UIPI Assistant Treasurer since 2014. In the same year, he was elected President of the Belgian “Syndicat National des Propriétaires et des Copropriétaires” (SNPC). He is involved in the SNPC since 1985 and previous to his election as President, he was Vice-President of this association.
He is a lawyer specialised in rental legislation and co-ownership issues. Olivier had a long political career and held several elected mandates. Until 2011, he was member of the Belgian Federal Parliament (Chambre des Représentants). As MP, he supported and secured the adoption of the new Belgian laws on condominium and co-ownership.
